Apple Private Cloud Compute and Local Multi-Pass Inference Quality

Technology research report · October 31, 2026 · PDF, 23 pages

Abstract

Apple opened its Private Cloud Compute models to third-party developers in June 2026, at WWDC26, and the OS 27 generation shipped on September 14, 2026. This report is a single sourced account of what that access actually is: the architecture and its five privacy guarantees, who is eligible and what it costs, and the daily quota Apple counts against each user’s iCloud account while publishing no number for it, including the second, undocumented rate limit that quota checks cannot see. It then covers the working surface, the WWDC 2024–2026 sessions that matter and the on-device and cloud models side by side, and the two quality questions every builder on this stack now faces: how multiple machines and multiple deployments combine, and what the published evidence actually supports for raising a small local model’s accuracy with multiple passes and distillation. Every figure is labeled: documented by Apple or a primary paper, or reported by the community.

Inside the report

  • The architecture: five guarantees, and the 2026 expansion onto Google Cloud and NVIDIA hardware
  • Developer access: the eligibility gate, the entitlement, and the cost while eligible
  • Quotas: per-account counting, the quota API, and the two throttles
  • WWDC 2024–2026: the nine sessions worth a builder’s time
  • Multiple deployments: one model per machine behind a router, against sharding one model across machines
  • Multiple passes: what voting, debate, verifiers, and abstention actually buy, with the measurements
  • Distillation: the pipeline that closes the gap to a big teacher, and the failure modes that eat rare cases first
  • What Apple leaves unpublished, listed as open questions
